TRUCKEE PLUMBING GUIDE
Do You Need a Plumbing Permit in Truckee, California? What the Town’s Rules Say
Fixing a leaky valve and replacing a run of pipe can look similar from the outside, but the Town of Truckee treats them differently. Here’s what the Town’s Building Division says about which plumbing work needs a permit, in plain English.

The Starting Point: Most Plumbing Changes Need a Permit
The Town of Truckee adopts the California Building Code. Its permit exemptions handout explains that a permit is required to alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, unless the work falls under a listed exemption.
Plumbing Work the Town Lists as Exempt
The Town’s handout lists these plumbing exemptions:
- Stopping leaks in drains, water, soil, waste or vent pipe.
- Clearing stoppages or repairing leaks in pipes, valves or fixtures.
- Removing and reinstalling water closets (toilets), as long as the repair does not involve replacing or rearranging valves, pipes or fixtures.
There is an important catch: if a concealed trap, drain pipe, water, soil, waste or vent pipe becomes defective and has to be replaced, the Town treats that as new work, and it needs a permit.
The $1,000 Valuation Policy
The handout also says the Building and Safety Division’s general policy is that nonstructural building work under $1,000 in total valuation is exempt from permit, and it gives a rule of thumb: triple the material cost to get the total valuation (Town of Truckee). The handout adds that the plumbing exceptions do not include new fixtures, and that exempt work must still be done in compliance with code.
Emergency Repairs: Permit by the Next Business Day
Plumbing emergencies don’t wait for office hours. The Town’s rule is that when equipment replacements and repairs have to be done in an emergency, the permit application must be submitted within the next working business day (Town of Truckee). A frozen and split water line on a Saturday night can be repaired right away; the paperwork follows.
Winter Rough-In Inspections
For new plumbing work, the Town has a Rough Plumbing Test Certificate that it accepts from a licensed plumber during the winter season only. The licensed contractor certifies that the waste plumbing and water piping were tested, with the permit number, address and license number on the form.
Water Heaters and Gas Lines
Replacing a water heater or gas piping is replacement of a plumbing or gas system, so plan on a permit. The Town publishes handouts on water heater temperature-pressure relief valves, water temperature limiting devices and gas piping installations on its policies and handouts page. The handout does not give a separate answer for every job, so when in doubt call the Building Division at (530) 582-7821.
Outside Town Limits? A Different Office
These are Town of Truckee rules. Nearby communities such as Kings Beach and Northstar are in Placer County (Wikipedia, Wikipedia), so their permits go through the county instead. Check which jurisdiction your address is in before you start work.
