DONNER LAKE PLUMBING GUIDE
Replacing a Sewer Lateral This Winter at Donner Lake: Truckee Sanitary District’s Winter Rules
A failed sewer lateral does not wait for spring. But digging and connecting to the sewer in a Truckee winter comes with extra rules from Truckee Sanitary District. Here’s what the district’s code says, and how it affects a repair at Donner Lake or anywhere else it serves.

Winter Conditions Are Now in Effect
Truckee Sanitary District’s website lists Winter Conditions as “Effective October 15, 2026” and points property owners to Section 3.03 of the District Code (Truckee Sanitary District). Check the district’s service area page to confirm your Donner Lake or Truckee address is served by TSD.
What Section 3.03 Says About Winter Work
Under Section 3.03 of the TSD District Code, the district discourages building sewer facilities when winter conditions exist. The General Manager decides when winter conditions apply and must post notice at least two weeks before enforcement begins. During winter conditions, the code sets out these requirements:
- Inspection appointments must be scheduled for the morning.
- Backfill must be free of ice and snow and fill the trench to within 12 inches of grade.
- Bends, thrust blocks, trench cut-off blocks, siphon breaks, two-way cleanouts and residential pump tank connections must stay open for inspection.
- The trench must be fully backfilled the same day as the initial inspection, which requires a same-day verification inspection.
In practice, that means winter lateral work has to be planned tightly: excavation, pipe, inspection and backfill all in one day, with dry fill on hand.
The Lateral Is the Owner’s Responsibility
The District Code says connection to district facilities is done at the owner’s “sole risk and expense.” Section 3.09 makes it the owner’s responsibility to expose the stub-out and confirm fall before installing the lateral. If two properties share a private lateral, Section 3.05 says the parties agree to share its operation, maintenance and testing costs. Our guide to shared sewer line responsibility in Truckee explains how that plays out between neighbors.
Permits Come First
Sewer work needs a district permit. TSD lists its residential permit information on its website, along with permit fees. Line up the permit before the excavator shows up, especially in winter when every inspection window counts.
Can It Wait Until Spring?
Sometimes. A lateral that is slow but still draining can often be cleared and inspected with a camera now, then replaced when the ground thaws. A lateral that is collapsed or backing sewage into the house cannot wait. We will tell you honestly which one you have.
Our sewer line repair crew works across Donner Lake and Truckee and plans winter jobs around the district’s inspection rules.
